Changing demographics and migration; cultural and societal attitudes towards rural and urban living and property acquisition; land use planning regulatory controls; the difficulty of securing affordable housing provision; a desirability for urban containment and countryside protection; the decline of traditional rural employment; the closure or absence of rural services; community uncertainty and social exclusion; and the constant environmental and social pressure placed on rural areas by tourism and economic development, will each affect the prosperity of rural dwellers and affect rural space and residential property. Despite an EU-wide commitment to rural development, research has rarely focused on the lives of young people in rural areas, their experiences in education and employment, their perceptions of policies relevant to them, and their possibilities of participation. This book assesses the regional territorial impact of the EU's Common Agricultural Policy (CAP) and Rural Development Policy (RDP), asking the question of how far these are compatible with objectives of territorial cohesion across the enlarged European Union. It considers both the incidence of CAP expenditure and producer subsidy equivalents across NUTS3 regions, and the impact of current CAP reforms, through detailed statistical analysis and case studies. It also assesses how far the CAP is consistent with the goals of European Union policy, as set out in the European Spatial Development Perspective. It concludes with proposals for policy reform and attempts to highlight good practice in rural development.
